Valerie C. Kincaid is a member of the firm's Land Use and Environmental Law Department. She represents a variety of private and public sector clients on matters relating to the California Water Code, the Clean Water Act, the Porter-Cologne Water Quality Act, the California Environmental Quality Act, and state and federal Endangered Species Acts. Her specific expertise includes water right adjudications, water transfers, water supply planning, federal reclamation issues, groundwater adjudications and planning, and water quality permitting. 

Prior to joining the firm, Valerie was an attorney for Cellular Materials International Inc., a company in Charlottesville, Virginia, specializing in structural defense applications. She managed a variety of federally-regulated contracting and finance issues while working with the Department of Defense, the Office of Naval Research and the Defense Contracting Audit Agency. She also oversaw the writing and negotiating of service, licensing and commercial agreements with small technology start-ups, universities and large defense contractors.

Before moving to Charlottseville, Valerie was an attorney at Covington & Burling in Washington, D.C., where she worked in the securities division with a large real estate accounting Securities and Exchange Commission review.

Valerie is a member of the State Bar of California and the Sacramento County Bar Association. Valerie received her B.A. in Anthropology from Colgate University in 1998. She received her law degree from American University in Washington, D.C., where she was a Dean's Fellow.
