Michael A. Manley, Of Counsel for Diepenbrock Harrison, is a 39-year attorney who most recently was General Counsel for ABHOW (American Baptist Homes of the West), one of the nation's largest non-profit providers of senior housing and healthcare.  As a specialist for over 22 years in healthcare and senior housing law, Mr. Manley was the founding general counsel for ABHOW and represented the company in major acquisitions, bond financings, and regulatory affairs before federal and state agencies.  Prior to his work for ABHOW, he served for 12 years as the founding General Counsel for Eskaton, a non-profit senior care and housing provider in Sacramento, California.
 
Mr. Manley represents senior housing providers throughout the West in providing general legal advice, new facility planning and acquisitions, exsiting facility expansion permitting and licensing, and affiliation planning, among other matters.  He has appeared before major regulatory bodies including the federal Provider Reimbursement Review Board (Medicare), the California Office of Statewide Planning and Development, the California Office of Continuing Care Contracts and many others.  Mr. Manley has participated on faculties of the National Health Lawyers' Association, the American Association of Homes and Services for the Aging and many others.
 
Mr. Manley retired from ABHOW in 2001 and returned to "Of Counsel" practice with Diepenbrock in early 2009.  He has served as board chair of Episcopal Senior Communities, a 5-facility lifecare provider in Northern California and currently sits on its parent board as well as the parent board of ABHOW, Cornerstone Affiliates.  He also serves on the Aging Services of California Public Policy and Legal Committees.
 
Mr. Manley received his Bachelor of Arts degree (With Honors) from the University of California, Berkeley, in 1960 and his Juris Doctor degree (With Distinction) from the University of the Pacific, McGeorge School of Law in 1970, where he was first in his class and valedictorian.  While at McGeorge he was Articles Editor of the initial edition of the "Pacific Law Journal", McGeorge's law review.
