ciations in a broad spectrum of administrative proceedings and civil litiga=
tion. He has served as senior counsel in a variety of complex cases and has=
 been involved in all aspects of litigation from pleadings to discovery to =
motions, and ultimately trial and appeal.=0D=0A=0D=0AAt the outset of his career, Jeffrey's practice focused on CEQA and land us=
e litigation in state and federal courts, including extensive appellate exp=
erience in the area of the Forest Practices Act. Jeffrey has tried both cou=
rt and jury trials related to complex construction (private and public work=
s) and commercial disputes. Benefiting from a broad background in environme=
ntal, land use, business and real estate litigation, Jeffrey is able to eff=
ectively advise clients in pursuing business plan or litigation strategies =
that effectively achieve their goals.=0D=0A=0D=0AJeffrey has given numerous presentations to client groups and has authored =
articles and bulletins including "Construction Risk Management: Using Expre=
ss Indemnity Provisions to Unburden the Contractor," 24 Real Property Law R=
eporter 177 (July 2001).  He is active in the Sacramento Federal Bar Associ=
ation.  Jeffrey is also active in his community, serving at the appointment=
 of the Board of Supervisors on the Sacramento County Community Planning Ad=
visory Council (Antelope), and as Chairman of the CPAC from 2002 through mi=
d-2003.=0D=0A=0D=0AJeffrey serves as a Pro Tem Judge for the Sacramento County Superior Court.=
 He is a member of the State Bar of California and is admitted to practice =
before the Eastern, Northern and Central United States District Courts for =
California along with the Ninth Circuit Court of Appeals.=0D=0A=0D=0AJeffrey obtained a bachelor's degree in History and Political Science from =
Loma Linda University in 1987. In 1991 he received his J.D. from University=
 of Utah, College of Law where he was Editor-in-Chief of the Journal of Con=
temporary Law.
